										<content:encoded><![CDATA[<p data-start="82" data-end="497">The College of Home Economics (CHE) marked a significant milestone on February 16, 2026, with the groundbreaking ceremony for the <strong data-start="212" data-end="351">Two-Storey College of Home Economics Hotel, Restaurant and Institution Management (HRIM) Laboratory and Interior Design Studio Building</strong>. The ceremony was held at the CHE grounds along the corner of Regidor Street and Quirino Avenue, immediately following the College Flag Ceremony.</p>
<p data-start="499" data-end="710">The event brought together administrators, faculty, staff, and students in celebration of CHE’s continued commitment to strengthening its academic infrastructure and providing future-ready learning environments.</p>

<p data-start="712" data-end="1058">The program opened with remarks from <strong data-start="749" data-end="790"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Shirley V. Guevarra</span></span></strong>, who is set to conclude her term as Dean in the coming days. The groundbreaking ceremony served as her final official engagement as Dean—an enduring testament to her leadership and dedication to advancing CHE’s facilities, academic excellence, and student experience.</p>
<p data-start="1060" data-end="1242">The ceremony was graced by <strong data-start="1087" data-end="1128"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Edgardo Carlo L. Vistan II</span></span></strong>, whose presence underscored the University’s strong support for the College’s growth and development initiatives.</p>
<p data-start="1244" data-end="1495">Messages of support were delivered by key University officials and former CHE leaders, including Asst. Prof. AVP Ian Fontanilla (on behalf of PAJ), AVP Mylene Cayetano of Planning and Development, Former Vice Chancellor Florendo, and Former Dean Mayo.</p>
<p data-start="1497" data-end="1858">The ceremonial groundbreaking was led by Chancellor Vistan, Dean Guevarra, Dr. Loverio (Chair, Department of Hotel, Restaurant and Institution Management), Asst. Prof. Caragay (Chair, Clothing, Textiles and Interior Design), VP Ian Fontanilla, VP Mylene Cayetano, Architect Manalo of the Office of the Campus Architect, Former VC Florendo, and Former Dean Mayo.</p>

										<content:encoded><![CDATA[<p>The Early Childhood Care and Development (ECCD) Responsiveness in Local Government project, funded by the Office of the Vice Chancellor for Research and Development  UPD– Office of Extension Coordination Extension Grant, aims to empower local government units (LGUs) in evaluating their ECCD Responsiveness, especially during emergencies like the COVID-19 pandemic. This project is led by Asst. Prof. Kathleen Keisha Constantino, faculty member of Department of Family Life and Child Development, College of Home Economics, University of the Philippines Diliman. Last April 20-21, 2023, by collaborating with the Muntinlupa City LGU in this pilot run, the project team documented the impact of the pandemic on the LGU&#8217;s existing ECCD services and how they adapted their service delivery mechanisms using the ECCD Responsiveness LGU Assessment Tool (ERLAT) developed by Asst. Prof. Constantino as a fellow in Early Childhood Development Action Network (ECDAN) in 2021.</p>

<p>Key figures from the Muntinlupa City’s Early Childhood Education Division (ECED), as well as child development teachers and workers, participated in a workshop that focused on understanding ECCD, including legal frameworks and how to mainstream it into the local planning process. Selected faculty members from UP Department of Family Life and Child Development also served as resource speakers of the workshop. The participants were also trained on using the ERLAT to collect data and evidence, analyze the results, and perform a qualitative assessment of their LGU&#8217;s ability to integrate ECCD into local development plans during disruptions. They were also able to identify gaps and areas for improvement. This project was conducted through the Extension Load Credits of Asst. Prof. Constantino.</p>

Their collective effort paved the way for the upgrading of their chosen beneficiary, the Kuya Center for Street Children, located in Barangay Immaculate Concepcion, Quezon City.
